4According to Ethiopian criminal law stipulation 23 number 1, crime means the disaster faces human life, property and government because of destruction or crime committed by people. Preventing crime means investigation of a crime before its occurrence, gathering information from the community and interpreting the information, organizing,emphasizing the target of the crime that is going to be happened, invaliding and preventing before it happened.

Likewise, crime prevention means impeding a crime before of its happening and when sees it in the view of police work preventing crime means making community to participate by organizing them in peace and security structure and gathering information from people and preventing crime before its commission by using the information of community. Crime can be prevented if people participate widely by understanding the impact of crime on people, government, property and human life. So, crime can be prevented by police and all peace and security structure. In this the participation of people is irreplaceable role.

6Police cannot prevent crime without being with community participation. If we see how crime can be prevented, by identifying the place where traffic accident and crime can occur and making investigation on it by participating community on preventing crime. Community’s participation is necessary in preventing and controlling traffic accident and crime. It is impossible even to think to prevent traffic accident and crime without community participation. If crime is not controlled, there is no superiority of law; the crime commission will be abundant on human life, property and government and the traffic accident as well. Likewise, Law will be corrupted, there will no democracy, economy and development will fail, the existence of the country and government will be in question, there will be the movement of people from place to place illegally while legal people miss everything. There will no movement in peace, there will not work and live. Especially the crime will be hard for women and children, poverty will be increased, there willno thinking for democracy, development and country’s prosperity if there is no peace.

Thus, Oromia police commission is working on producing police force those have responsibility for the rule of law, can be shield for their community and have democratic view by teaching community policing since its establishment. The core message of Oromia police commission is that people and community should work together in order to build sustainable peace and security to ensure the democracy that can accelerate the development of the country.

2Structuring good governance and democracy, speeding economy and development, ensuring and making it to the important goal is only if there is sustainable peace and security. It is important to work hard to strength the renaissance of our country, minimize the fright of crime, ensure sovereignty of rule of law, increase work power, demolish the problem of good governance and rent seeking; working to give solution for different community’s questions regarding good governance, and to demolish problem from its beginning needs a due attention. In order to make this work successful, it is a must be supported with basic work system and reforms that bring basic difference.

The basic obstacle to ensure developmental work is rent seeking. It is not easy; the impact rent seeking can bring on human being whether on view or practically. In order to demolish rent seeking, it is important to work to change views, structuring transparency process, closing situations that can expose for it, and ensuring superiority of development views. The role expected from society and justice bodies is necessary in order to solve the problem of rent seeking from beginning, ensure good governance so that the trade system and investment be expanded by sustaining peace and security and ensuring sovereignty of the rule of law. The income of government cannot be collected properly where rent seeking is practiced. The budgets that are allocated for basic infrastructure work cannot be succeeded properly. It expands poverty, unemployment and difficulties.

There will no thinking of buildingschool, road construction, water project, telecommunication and generally the life of people become in question. The attentively started works are necessary in order to respond community’s question and ensuring civil servant that have people affiliation, making our accelerated developmental plan successful by improving justice body service.

Thus, all preventing crime, ensuring sustainable peace and security, keeping superiority of rule of law, demolishing rent seeking and ensuring good governance should be targeted directions of government.

1 in5 teamwork is a group of people that can be established from three to seven persons and can be led by a leader; of which the group discuss on workday every day after 10:30 local time and it has the following roles:-

  • It can help to document the result of 1 in 5 discussion weekly
  • It can help to form similar initiation and participation by following, evaluation, staging and identifying members participation
  • It holds minutes of discussion and reports the group’s discussions for the main Transformative Teamwork every fortnight
  • It can make work initiation by awarding special workers and have good exemplary
  • It finds profitable solution for work difficulties on time
  • It leads to concrete and sustainable work by moving and entering in to community’s large teamwork

The specials club is established from higher officials of the office who are at different stages and monthly gathers deputies, different heads of offices and 1in 5 teamwork leaders and has the following roles:

  • It investigates if the mission of the office is being implemented by team
  • It follows up if the work plan is being implemented and recorded by dividing in to monthly and annually.
  • It evaluates if the utility of community is increased by verifying the existence of differences occurred in team  movement
  • It strengthens the implementation force by enforcing and building 1in 5 teamwork and members on different higher stages by Transformative teamwork movement.
  • Prepares quarterly employees discussions of investigating the implementation of work plan and evaluating recorded profits in order to put forwards directions and making the utility of community to be costumed.
